We seek a seasoned Global Procurement Manager with at least 10 years of experience in crafting and rolling out procurement strategies for Professional Services, Facilities, and IT spending categories. The successful candidate will excel in spend analysis and vendor oversight, leveraging data to fuel worldwide cost-reduction efforts. This position entails managing procurement activities across the Philippines, Bulgaria, Ireland, Latin America, and the US, while partnering with diverse teams to uphold compliance, streamline operations, and maximize value.
The role includes leading a team of three direct procurement specialists, providing daily guidance and supervision to ensure high performance and alignment with goals. It demands strong emotional intelligence to navigate relationships with stakeholders at every level, incorporating patience, empathy, and active listening to deliver exceptional service to both internal teams and external partners. Additionally, the manager must adopt a strategic mindset to devise innovative approaches that generate cost savings organization-wide across all spend categories. Oversight of several sites in the Philippines, supporting more than 12,000 employees, is also a key aspect, requiring a deep grasp of regional procurement dynamics in these areas, plus Bulgaria, Ireland, Latin America, and the US.
The ideal applicant will have hands-on expertise in procuring IT hardware and software, Professional Services like marketing, HR benefits, and insurance, as well as Facilities elements such as transportation, security, cleaning, HVAC systems, and property management. Fluency in English, both spoken and written, is essential for seamless global interactions, along with advanced skills in data visualization platforms like Tableau and Power BI to spot trends and optimization opportunities.
In this role you will:Technology and Process Improvement
- Lead and/or actively participate in the ongoing global rollout and continuous enhancement of Oracle NetSuite ERP as the core procurement and financial system.
- Configure and optimize NetSuite Procurement, Sourcing, and Supplier Portal modules to support end-to-end processes (requisition → PO → invoice matching → payment).
- Train teams and stakeholders on NetSuite best practices and drive user adoption across regions.
- Champion the integration of NetSuite with other procurement tools and analytics platforms.
- Identify and implement automation opportunities within NetSuite to streamline workflows and improve efficiency.
- Champion the use of advanced procurement tools, including contract management and supplier relationship management platforms.
- Streamline procurement workflows through automation and process optimization.
- Evaluate emerging technologies to enhance procurement efficiency and supplier collaboration.
Strategic Sourcing & Procurement Management
- Develop and implement procurement strategies for Professional Services, Facilities, and IT categories, aligning with organizational goals.
- Manage end-to-end procurement processes, including sourcing, contracting, and supplier performance management, ensuring alignment with global policies.
- Lead Request for Proposal (RFP) initiatives, vendor negotiations, and supplier onboarding processes across target geographies.
Professional Services Procurement
- Oversee procurement for HR benefits, including health insurance, life insurance, wellness programs, and employee assistance programs.
- Manage contracts for professional insurances such as liability insurance, errors and omissions (E&O), and directors and officers (D&O) coverage.
- Evaluate and secure legal, consulting, marketing, and other professional services contracts to meet business needs.
Facilities Procurement
- Develop sourcing strategies for facilities-related spend, including real estate services, maintenance, utilities, security services, janitorial and office supplies.
- Ensure sustainability and cost-efficiency in facilities management contracts and services.
IT Procurement
- Lead sourcing for IT hardware, software, cloud services, and support systems, ensuring vendor compliance with SLAs and data security standards.
- Negotiate with global IT providers to optimize costs and secure value-added services.
Operational Procurement
- Create, review, and issue accurate Purchase Orders (POs) in alignment with company policies, ensuring timely approval and distribution to vendors.
- Communicate and follow up with vendors to confirm order details, track delivery timelines, and resolve discrepancies or delays.
- Maintain detailed and organized records of purchase requisitions, POs, invoices, and vendor communications for audit and compliance purposes.
- Collaborate with internal departments to address procurement needs, clarify requirements, and provide updates on order status or issues.
Spend Analytics & Reporting
- Utilize Tableau, Power BI, and other analytics tools to conduct detailed spend analysis, identify trends, and showcase opportunities for cost reduction.
- Prepare and present comprehensive reports on global spend, supplier performance, and savings achievements to senior leadership.
- Provide data-driven insights to inform strategic decision-making and procurement planning.
Vendor Management & Supplier Relations
- Establish and maintain strong relationships with key global suppliers to drive performance, innovation, and value creation.
- Monitor vendor performance using KPIs and SLAs, addressing underperformance through corrective action plans.
- Ensure compliance with contracts and ethical sourcing standards across all supplier engagements.
Global Operations & Compliance
- Work collaboratively with teams across the UK, South Africa, Bulgaria, and Ireland to align procurement processes with regional regulatory requirements.
- Ensure all sourcing activities comply with global procurement policies and local legislation, including labor and tax laws.
- Promote sustainability and diversity in procurement practices, ensuring alignment with corporate social responsibility goals.
Cost Optimization & Risk Management
- Drive initiatives to achieve cost savings while maintaining service quality and operational efficiency.
- Identify risks within the supply chain and implement mitigation strategies to protect organizational interests.
Employee and Stakeholder Engagement
- Partner with HR, Finance, and Legal teams to ensure alignment of procurement strategies with business objectives.
- Engage with internal stakeholders to understand category-specific needs and provide procurement guidance and solutions.
- Lead training sessions for stakeholders on procurement tools, policies, and best practices.
We are looking for someone who has:Educational Background:
- Bachelor’s degree in Business, Engineering, Supply Chain Management, or a related field (required).
- MBA or equivalent postgraduate qualification (preferred).
Professional Certifications:
- Certified Professional in Supply Management (CPSM) or equivalent certification (preferred).
Experience:
- Minimum 10+ years of progressive global procurement experience focused on Professional Services, Facilities, and IT categories.
- Mandatory: Proven hands-on experience successfully leading or playing a key role in the implementation and rollout of Oracle NetSuite ERP (Procurement, Purchasing, and Inventory modules) in a multi-entity, multi-country environment.
- Demonstrated ability to configure NetSuite workflows, approval rules, vendor records, item records, and reporting dashboards.
- Strong track record of stakeholder and supplier management across the Philippines, Bulgaria, Ireland, US and Latin America.

- Advanced proficiency in spend analytics and data visualization tools: Tableau and Microsoft Power BI (building interactive dashboards, data modeling, DAX/MDX, calculated fields).
- Solid working knowledge of end-to-end Procure-to-Pay (P2P) systems and automation tools (3-way matching, electronic invoicing, OCR, workflow automation).
- Experience with e-Sourcing and e-Procurement platforms (e.g., SAP Ariba, Coupa, Jaggaer, Scout RFP, or similar) – at least one platform at intermediate or advanced level.
- Proficiency in contract lifecycle management (CLM) tools (e.g., DocuSign CLM, Icertis, Conga, SirionLabs, or NetSuite Contract Management add-ons).
- Strong command of Microsoft Excel at advanced level (Power Query, Power Pivot, complex formulas, VBA macros an advantage).
- Familiarity with supplier portal and vendor self-service technologies.
- Understanding of API integrations and data connectivity between procurement systems and other enterprise platforms (e.g., HRIS, Finance, CRM).
- Knowledge of master data management principles as applied to vendor master, item master, and spend categorization.
